General Rules:

3. If you do these things you will be subject to these penalties:

General Settings:
1. League Revenue will be raised to +30%
2. Contract Demands will be lowered to +20%
3. With equalized cities, no revenue sharing will be done.
4. Contract buyouts are 80% 5. Farm system, scouting and medical all at perfect. 6. Injury Frequency at -40%, Severity at -30% 7. Sim’s will happen from Monday Through Thursday, with the occasional Sunday sim, each sim consisting of half a month.
----Some Changes could occur time to time with the sim schedule, so each season may have some different schedules.
----Sim times will be at 1PM EST, unless noted by the simmer that day. Please, be patient. We will get the sim out as soon as possible.

Depth Chart Policy is as follows: 1. If you miss two or more depth charts in a row (no changes even counts) you will be put on probation. 2. If you are on probation you cannot miss a depth chart the remainder of the season (unless you let us know you will be gone), you will be removed. 3. If you miss 50% of sims for the season you will be removed. 4. If you miss your end of season resignings you will be removed unless you tell staff of your circumstances.
Team Identification policy: This was posted last year and not everyone followed...here are strict rules. 1. You MUST have team ID as either an avatar or something in your signature. 2. For EVERY SIM you do NOT have this information you will be fined 3 mil in cash.

Compensation System:
The following players will be considered Type A: 92+ overall players eligible for free agency (cannot receive comp on an arbitration eligible player)
Type B will be considered: 87-91 overall players eligible for free agency
All other players will be unable to get compensation.
Due to a small league the compensation system will be as follows: Type A = 2nd AND 3rd round selection Type B = 4th AND 5th round selection or a single 3rd rounder if you do not bid on a type A

Free Agency Rules: All players MUST be posted in this format: Position-name-rating. If they are not in that format, the bid will be considered invalid and someone else can start a thread. Bids must be able to be offered in the game. So currently 100k increments.
In-Season Free Agency Rules/Guidelines 1. Min Bid: $500k/yr 2. Highest total contract value wins the player. 3. Minimum bid increase is 10% of the previous bid. 4. You may only sign a free agent to a one-year deal. 5. Bidding for the free agent closes at the time of the next sim or 24 hours after the last bid, or at the time of the next sim, whichever comes first. (Consistent Sniping will result in penalization.) 6. Topics must be open at least 8 hours prior to the sim. 7. Unpeaked players 22 years or younger may be signed to draft day deals. If more than one bid, you will sign them at that one year value.
Offseason FA 1. Simple, most contract value wins. 2. Minimum contract bid increase is 10%. Bids less than 10% increase will be considered invalid and the next highest bid wins. When determining your next bid simply multiple years by contract per year then divide by 10. Every computer has a calculator. NO excuses. Bids cannot be retracted, so bid carefully. 3. Minimum Bids: 1 year - No minimum 2 years - $1M/year 3 years - $2M/year 4 years - $4M/year 5 years - $5M/year 6 years - $6M/year 7 years - $7M/year 4. Type C free agents over the age of 35 are limited to two year deals. If they are eligible for compensation, the limit is 4 years. 5. Top 10 draft picks are protected in the FIRST round only. 6. When signing a Type A or B player you must have the draft picks to cover the compensation. - Signing a Type A will cost a first round draft pick. - Signing a Type B will cost a second round draft pick. 7. If you do not have the picks to cover the player will go to the next highest bidder. In this case: - The 2nd highest bid will have the chance to accept the offer or decline. - If declined then the player goes to the 3rd bid, etc. etc. 8. All Free Agents will be considered when the signing period opens. (Midnight of a designated day). After 48 hours, players that have been inactive for 24+ hours are eligible to be signed. After the initial 48 hour period, all players will be 24 hours and closed. This is a change from previous years where it was a straight 48 hours to start, then 24 hours after. 9. All type A/B Free Agents will be open until the start of Spring Training, unless they receive bids, in which case then they will follow rule 8. 10. If you choose to bid on your own Type A or B free agent the per year value of the deal must surpass the deal they would get if returned to your team.

Resigning Rules: --All player demands will be set at +20% --To be eligible for any type of re-signing, unless signed in free agency or with the new rule, the player must have at least 3 full seasons played in the majors. If they have not played that amount of time they cannot be extended in game as there is a glitch in the contract status.
In-season: 1. You may only offer in-season extensions from June 1st to July 31st (trade deadline). 2. Any player who is arbitration eligible and/or 26 years or younger may only be offered a 3-year extension. 3. The per-year value of an extension offered to a veteran player must be higher than his current contracts per-year value. 4. Players must accept in-game. 5. You must show steps/offers to explain how you got the player to agree to the extension.
Offseason Rules: 1. Arbitration players not extended prior to July 31st must be offered Arbitration. 2. All players aged 33 and younger must be offered more money per year than they earned on their previous contract. 3. Players aged 34 or older may be offered less money per year than their previous contract, but no less than 50%. 4. All offers must be accepted in game. 5. Before each offseason, GMs will have to opportunity to petition the staff for any of their players with expiring contracts to be considered Type A or Type B FAs. If they are accepted as such, they will become compensation eligible. 6. Type A and Type B players will be eligible for compensation if you choose to not resign them. 7. In order for a player to receive compensation, the releasing GM must offer arbitration. 7a. Arbitration will be determined on the lowest 1 year offer WE (the staff) can get them to sign at Spring Training.

Release Claims: Buyouts are 70% of their contract. If you release a player, that player cannot immediately return to your team. If a team is interested in claiming a released player, they may place a claim in the thread prior to the next sim. If multiple teams claim a player, the lower record team wins the player.

Offseason Programs:
Winterball: Teams will be eligible to send 3 players per year to the Winterball Program. The cost per player sent is 5m. Each non-playoff team will receive one free slot to use on a player (You still have a total of 3, one is just free). Eligible players must not exceed a maximum of 75/88 and are 24 years of age or younger with no more than 100 days of MLB experience. A computer program is used to run winterball: The outcomes are: (Possibilities out of 1 million) 2- Career Ending Injury 1498- 300 day injury 28500- 100 day injury 70000- 30 day injury 240000- no change 230000- +1 click current 230000- +1 click current, +1 click peak 100000- +2 clicks current, +1 click peak 100000- +1 click current, +2 clicks peak
(Any +1 or +2 just means a click in edit player. A player may move more or not at all in overall/peak, but their vitals/predicted stats will move)
Health Program: Each offseason you can select up to 2 players for health upgrades. Player 1 has a 75% chance of+3 to health. This is a free slot. For the 2nd player, (if you choose it), you can select one of three plans. 100% success rate on purchased slots: 1. Minimal treatment = +3 to health for 5m 2. Fair treatment = +6 to health for 10m 3. Top-notch treatment = +9 to health for 15m Maximum health rating to improve to is 90 for everyone except catchers (80 max for catchers). A number generator will be used to determine if the treatments are successful. A player can only be sent to the Health Program once.
Defensive Program: Each team will be able to send 3 Players to this program at a cost of 5m per player for Defensive improvement. Players can only be sent once. Random Number Generator to 100 will be used: (Max of 5 points can be added to each defensive category) 1-25: No Change 26-50: 5 points to assign to defensive categories 51-75: 8 points to assign to defensive categories 76-85: 10 points to assign to defensive categories 85-99: 15 points to assign to defensive categories 100: 10 points added to each defensive category (5 max rule doesn't apply to this one) *Note: Due to BM14 being dumb. Adjustments may look different than what was actually put in the game. Example: I may add 5 points to a guy's arm, but the player card may only indicate 3. In the edit player, the points are there.)

Fan Base increases/decreases
All teams will start at 0% and every three years their fan base can jump or drop based on the winning percentage they accumulate every three years.
After three years their win/loss percentage will be calculated and they will increase 5% or drop 5% per their winning percentage. +.500 gives a +5% increase, sub-.500 gives a 5% decrease.
There is no limit to how high or how low you get.
